This is the current IQ Governance Process for reference. Proposals must meet the community’s requirements to be valid. Snapshot polls are based on HiIQ votes.
This post will be continuously updated with any changes to the governance process.
Proposal Development and Discussion
With the exception of non-controversial parameter adjustments by IQ developers, all proposals must be posted to the governance forum and have a discussion period prior to vote.
3 day minimum discussion period for all proposals except meta-governance, IQ emission related proposals, or proposals involving BrainDAO assets.
8 day minimum discussion period for meta-governance or IQ emission related proposals or BrainDAO asset related proposals.
Meta-governance proposals are proposals that change the governance process of IQ or impact how the protocol is governed. Emission related proposals alter IQ emissions. BrainDAO asset related proposals have to do with the sale, trade, or allocation of BrainDAO assets.
To avoid repeated proposals overwhelming the process, similar proposals cannot be resubmitted for 3 months after a vote. This cooling off period prevents spam and gives stakers time to assess the outcome before revisiting the topic.
Forum posts of proposals should include a forum vote for feedback and signaling. Final proposals must be posted on the forum with a title starting with IQIP. Links to the Snapshot vote need to be included on the same thread.
Proposal Format
Proposals should include sections that provide a Summary and Background on the reasoning for the proposal, A detailed explanation of what needs to be done to implement the proposal, there must also be a section covering the benefits of the proposal for the IQ ecosystem, and a Conclusion section giving the final argument for the proposal. All proposals should be single choice voting proposals with only two options YES… or DO NOTHING. This prevents ambiguity. In general proposals must be clear in how they are to be executed.
All proposals should follow a clear structure and include the following sections:

Summary: A brief overview of the proposal

Background: Context and reasoning behind the proposal.

Implementation: A detailed explanation of what needs to be done and how risks will be mitigated.

Benefits: How the proposal will positively impact the IQ ecosystem.

Conclusion: Final argument in support of the proposal.
Proposals must use single-choice voting with only two options: YES… or DO NOTHING, to avoid ambiguity. Proposals should be clear and executable.
Voting Process
Voting currently takes place on IQ’s Snapshot.
Snapshot proposals can only be submitted by a designated address to ensure proposal validity.
Votes must be for a minimum of 5 days.
A simple majority (50% + 1) wins the vote.
Votes must be “Weighted Voting”.
Use a signaling vote on the forum to measure more than two options.
Quorum
A quorum of 1 billion HiIQ is required for the result to be valid.
